No, the Great Ocean Road is not in Melbourne however Melbourne is the closest capital city to the Great Ocean Road. The drive from Melbourne to the official start of the Great Ocean Road in Torquay is approximately 90 minutes without peak traffic.

The Melbourne Airport is also the closest airport to visit the Great Ocean Road, with the exception of Avalon Airport, which is closer but has limited domestic and international flights available.

Is the Great Ocean Road a National Park

No, the whole of the Great Ocean Road is not a National Park, however, many sections of the Great Ocean Road outside of the towns pass through different types of protected areas, including National Park.

Much of the Great Ocean Road is through the Great Otway National Park which was formed by combining many different protected areas together and so is quite random in shape.

It also passes adjacent to Anglesea Heath Park, several coastal reserves & goes through Port Campbell National Park.
